Adora Lewis, chief of staff
Adora is a native Phoenician. She received her master’s degree in Public Administration and a Bachelor of Science degree in Political Science from Arizona State University. Adora began her career with the city as the council assistant in the District 8 Council Office. She participated in the city of Phoenix Management Intern Program, worked as a management assistant II in the Personnel Department and most recently, she was a part of the City Manager’s Office, where she worked with several members of the management executive team. As the new council assistant and chief of staff, Adora is pleased to return to the position in the District 8 Council Office. In this role, she’ll resume the responsibility for managing the day-to-day operations and for addressing an array of issues and concerns from constituents, businesses and community organizations alike.

Stephen Vital, research analyst
Stephen was born in Orange County, California and raised from the age of 10 in Las Cruces, New Mexico. After graduating from Las Cruces High School, he enlisted in the United States Navy, serving from 1996-2000. During his active duty enlistment he was deployed to the Middle East and Southwest Asia amongst other port locations across the Pacific Ocean. As a research analyst, Stephen works with District 8 issues and constituent concerns in helping to assist the needs of residents and business owners. He holds a Bachelor of Arts degree in Law and Society with an emphasis in Criminal Justice from the University of California, Santa Barbara and a Master of Public Administration degree from Arizona State University.
